Frankfort Municipal Utilities – Lineman

Department: City Light & Power                                           FLSA Status: Nonexempt

Main Responsibilities: Maintenance, construction and repair of the electrical distribution system.

Reporting Structure: Line Superintendent & Operations Manager

Minimum Qualifications:

  • Considerable knowledge of practices, methods, tools and materials used in the electric trade.
  • Considerable knowledge of the construction and functions of a wide variety of electrical equipment used in power transmission and distribution.
  • Thorough knowledge of the occupational hazards and safety precautions of the trade and ability to observe adequate safety precautions against such hazards.
  • Working knowledge and skill in the use of amp meters and volt meters.
  • Ability to understand and follow moderately complex oral or written instructions.
  • Ability to perform heavy manual work under varying weather conditions.
  • Skill in the application of first aid methods, including artificial respiration.

Minimum Education:

Required: Graduate from high school or applicable equivalent either in job training or study. Completion of accredited 4 year apprentice program.

Other Requirements

Must have a valid CDL driver’s license.

Position Summary

Employees in this job classification are skilled journeyman electricians who construct and maintain power circuits, distribution, substations and 69KV sub-transmission lines.  Employees are assigned specific jobs and are expected to apply journeyman skills in carrying the job to completion.  Work is normally performed under adequate supervision; however, assignments may be made to special jobs without supervision.  In all cases work is subject to inspection for quality and quantity.  Employees may exercise supervision over unskilled workers of other classes and apprentices.  Overall results will be reviewed periodically or on completion of specified projects.

Position Responsibilities

  • Set and remove poles.  Sometimes required to carry by hand, to fields and property lines through mud, etc.  Also set in energize circuits.
  • Install, anchors and ground rods.
  • Install, remove, inspect, repair and perform maintenance on transformers which have several different types of connections, crossarms, wire, insulator, lightning arrestors, capacitors, oil reclosures, guy wires, voltage regulators, ground rods, switches, fuses, etc.
  • String wire over, under, between or through hot primary circuits pull slack out of wire.
  • Transfer all equipment, dead or energized, from old to new pole.
  • Tie and unite high voltage energized conductors (14 KV and below).  Cut deadens, single or double.
  • Work on and within contact distance of high voltage energized lines (14 KV and below).
  • Assist other lineman when they are on pole.
  • Perform switching both in field and in substations.
  • Trouble shoot “improper voltage” service calls.
  • Change out and check rubber gloves, sleeves and other protective equipment.
  • Keep all tools and equipment in good condition.
  • Check poles for safety before climbing.
  • Use rubber goods to cover-up energized conductors on pole (14KV and below).
  • Learn and practice methods of artificial respiration on ground and on pole.
  • Check to make sure lines are dead, that are supposed to be dead.
  • Check all ropes, blocks, hot sticks, rubber goods, hard hats, climbing tolls, etc. for safe working conditions.
  • Use all types of compression tools, both hydraulic and manual for making splices.
  • Splice all sizes of wire for distribution, feeder and transmission circuits.  Both overhead and underground.
  • Make up hand lines, block lines, rope splices, etc.
  • Read, use and record standard amp meters and volt meters.
  • Operate “bucket truck”, maneuvering in and around high voltage energized circuits.
  • Operate wire tension equipment on transmission line work.
  • Replace damaged and defective equipment under all types of weather conditions and all times of day and night.
  • Replace broken poles and transfer equipment to new pole with circuits energized (14KV and below).
  • Replace transformers, switches and conductors during stormy weather.
  • Work for extended periods of time without eating or sleeping, to restore service.
  • Assume duties of Foreman when Foreman is absent.
  • Load and unload material and equipment in storeroom and on job.
  • Help keep work are clean.
  • Trim trees that are hanging over lines occasionally.
  • Install services to homes and businesses.
  • Work from ladder to connect services.
  • Install private outdoor lighting.
  • Install and connect street lights, all types.  Assist the Meter Department in relocating signals.
  • Load and transport poles.
  • Assist Foreman in notifying customers of service interruptions or to get permission to enter their property.
  • Set up work signs and barricades around work areas.
  • Patrol and inspect overhead lines.
  • Train and instruct Apprentice Lineman in duties they are to perform.
  • Read blue prints and layout work.
  • Assist in taking inventory of equipment on trucks.
  • Install and remove work platforms for cable splicers.
  • Notify Foreman of any defective material, and/or equipment or unsafe conditions and correct same.
  • Check voltage, amperage, phase rotation, etc.
  • Use phasing sticks to check phase relation between two circuits and tie circuits together.
  • Drive trucks.
  • Knowledge of Company’s safety policies and practices, the National Electric Safety Code and the National Electric Code.
  • Substation responsibilities as assigned by Supervisor.
  • Performs related work as required.
  • To assist supervision and the Storekeeper in the purchasing of equipment, vehicles and tools pertaining to line construction when needed.
  • Ability to establish and maintain harmonious relationships with other employees and the public.
  • Must have successfully completed or be willing to complete all applicable training courses.
  • Attend scheduled safety meetings or other scheduled training sessions as directed by Management.
  • Any other duties work related and\or requested by Management.
