Our members are the backbone of everything we do.

IMPA member utilities provide local electric service at not-for-profit rates to municipal electric communities, serving towns and cities with populations ranging all the way from 200 to more than 57,000.

How we power communities

IMPA believes in a power supply that is low-cost, reliable, and environmentally-responsible. Our diverse power portfolio includes resources fueled by coal, natural gas, nuclear, wind, and solar.

What we do

IMPA supplies power, but we’re so much more than that. The supply of low-cost, reliable, environmentally-responsible power to member communities is IMPA’s primary goal, but we also provide support to member utilities in other areas.

As a power provider, we offer services to help members that can’t afford in-house staff. These services are offered through IMPA Service Corp, and include:

Low Rates

IMPA was formed by a group of communities who knew they could do more together than they could alone. Their goal was to provide reliable power to their communities at the lowest price possible.

Today, our members enjoy rates that are 20-30% lower than the rest of the state of Indiana.

Environmental Responsibility

We built IMPA on a foundation of coal-fired baseload resources, but we’ve diversified our portfolio throughout the years. Power supply diversity ensures that no matter the situation, resources will be available to meet current and future electric needs. 

Solar Parks

A large part of our environmental efforts is investment in our solar program. As environmental regulations continually change, and as older generation units near their end-of-life expectancy, we believe this shift is a necessity for the Agency’s future success.

IMPA has 210 megawatts (MW) of solar power online throughout 54 solar parks located in IMPA’s member communities. Our solar parks serve the power needs of local residents, businesses, and industries.

For many of the solar parks, IMPA had entered into agreements to build the solar parks on behalf of an investor who then received federal investment tax credits. Under these agreements, IMPA operates the solar parks and purchases 100% of their production. For these solar parks, IMPA has an option to purchase after six years.
 
By doing this, we achieve low-cost renewable energy while investing in the long-term success of our member communities.

IMPA has also pursued renewable purchase power agreements (PPAs) to supplement our portfolio. By diversifying our resources, we’re able to keep costs low without sacrificing reliability.

Recent PPAs we have entered into include:

  • in 2020 for the Ratts 1 Solar Project for 150 MW of solar energy, capacity, and renewable energy credits. The project is expected to be commercially operational in the first quarter of 2025.
  • Contract with Enel Green Power for 75 MW of wind power from their Alta Farms Wind Project II, beginning in the second quarter of 2023. IMPA’s portion of the project is expected to produce 263-gigawatt-hours of wind energy annually — enough to power over 27,000 homes.
  • Construction of a 200 MW wind project in Dewitt County, Illinois, which began in 2021.

IMPA was founded on the idea that by working together, members could provide more services to their communities than they could on their own. As we’ve grown, that idea has grown to more than just power supply.

IMPA assists in areas like:

  • Communications and marketing
  • System maintenance and service
  • Training and workshops
  • Economic development
  • Recycling programs
  • Community sponsorships

 

And that’s not all. By doing so, we help our members keep their overhead costs down while still supplying a high standard of service for their customers.
